Chester A. Arthur (1829-1886) was the 21st president of the United States, serving from 1881 to 1885 following the assassination of James A. Garfield. A Republican from New York, Arthur had been associated with the political patronage system as a member of the Stalwart faction. However, as president, he surprised many by championing civil service reform and signing the Pendleton Civil Service Act, which established merit-based government hiring. His administration modernized the U.S. Navy and improved the nation's infrastructure while maintaining a balanced approach to government spending. Though initially viewed with skepticism, Arthur's integrity and reform efforts earned him newfound respect. Declining health prevented him from seeking reelection, and he left office remembered as a capable and independent leader.
